Contractors Beware of Fraudulent Renewal Applications
It has come to the attention of the S.C. Contractors' Licensing Board that some contractors are receiving letters asking them to send their license renewal fees to DPR at an address in Kennesaw, Georgia. The S.C. Contractors' Licensing Board HAS NOT sent out renewal applications to its licensees.The letters being received from DPR are postmarked Tampa, St. Petersburg, Florida. This matter has been reported to the South Carolina law Enforcement Division.  If you have any questions, contact 803-896-4686.
 
Extension of Government Permits Approved
Due to the crisis in the real estate/finance sector of our state and national economy, real estate developers, including residential developers and commercial developers have experienced an industry-wide decline, including reduced demand, canceled or delayed orders, declining sales and rentals, price reductions, increased inventory, layoffs, and delayed construction plans. Many permits issued during the recession are now near expiration, or they have already expired.
 
EPA Delays Lead Paint Certification Enforcement

The Environmental Protection Agency (EPA) decision to delay enforcement of the new Lead: Renovation, Repair and Painting rule will provide much-needed time to get more remodelers and other contractors trained – and for EPA to get the word out to consumers about the importance of hiring a certified remodeler, according to the National Association of Home Builders (NAHB).

 
Tax Credit Closing Deadline, Flood Insurance Program Extended Through

On June 30 both houses of Congress approved legislation that extends the closing deadline for qualified first-time and repeat home buyer tax credit purchases from June 30, 2010, to September 30, 2010. President Obama is expected to sign The Homebuyer Assistance and Improvement Act of 2010 into law in the next few days.  The extension only applies, however, to those home buyers who had a binding sales contract in place prior to May 1, 2010.

 
EPA Announces Expansion of New Lead Renovation, Repair and Painting Rule
The U.S. Environmental Protection Agency has announced that its new Lead: Renovation, Repair and Painting rule will apply to all homes built before 1978. The agency is eliminating an “opt-out” provision that largely limited the regulation’s applicability to older homes that were the residences of pregnant women or children under six years old.
 
ANSI Standards Replacing NAHB Guidelines for Green Certification
Builders can no longer begin projects to receive National Green Building Certification using the NAHB Model Green Home Building Guidelines scoring tool at www.nahbgreen.org.
 
Armed Service Members Have Extra Year for Home Buyer Tax Credit
Members of the military, foreign service, and intelligence communities have an additional year to buy a home and claim the home buyer tax credit, which expired for most Americans on April 30.
 
Fire Sprinklers in Homes Will Make Housing Unaffordable
Starting next year the cost of new housing built in South Carolina will increase significantly because of a new code change requiring residential fire sprinklers.
 
Still Time to Take Advantage of Tax Credit
Home buyers still have the opportunity to take advantage of the $8,000 first-time home buyer or $6,500 repeat buyer tax credit. But they need to act quickly because the sales contract must be signed by April 30 to qualify.
 
Harrell Honored with Home Builders’ Highest Award

South Carolina Speaker of the House Robert “Bobby” W. Harrell, Jr. (R-Charleston and Dorchester Counties), was honored with the Hammer and Trowel award at the 40th Annual Bird Supper in Columbia recently. Speaker Harrell received the Home Builders Association of South Carolina’s (HBASC) highest award for a public official for his commitment to economic development and support of the state’s home building industry.
